Job Description - Manager, Environmental Engineering
(2500002W)POSITION SUMMARYDirects, coordinates, and supervises
construction and maintenance activities of personnel engaged in
monitoring Authority compliance to all environmental compliance
regulations. Conducts research and technical audits on
environmental impact of projects, analyzes data and performs
quality control checks. Serves as a technical advisor on
environmental policies and standards to ensure regulatory
applicability. Researches, designs, plans, and performs engineering
duties in the prevention, control, and remediation of environmental
hazards using various engineering disciplines.PRIMARY
RESPONSIBILITIES
- Conducts field inspections related to maintenance and
construction projects and investigations as it relates to
environmental compliance.
- Documents and maintains plans, requirements, protocols,
permits, and standard operating procedures.
- Develops resource management schemes and provides systems
technical evaluation.
- Reviews submittals, construction documents, and change orders
pertaining to construction projects.
- Develops specifications, design criteria, and guidelines for
the disposal of hazardous materials.
- Provides technical support for environmental remediation or
litigation projects, including remediation system design or
determination of regulatory applicability.
- Provides training to CTA personnel.
- Hires, trains, develops, monitors, and evaluates staff. Reviews
and recommends personnel actions for approval.
- Performs related duties as assigned.MANAGEMENT
RESPONSIBILITIESReporting to this position are the following
jobs:CHALLENGES
- Staying up to date with changing environmental and health
regulations and practices.
- Dealing with multiple legal communities and regulatory agencies
(e.g., Chicago Dept. of Environment, Illinois EPA, U.S.EPA,
Metropolitan Water Reclamation District, Illinois Dept. of
Labor).EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor's degree in Environmental Engineering, Environmental
or Physical Sciences or Public Health with three (3) years of
experience in the environmental engineering field, with at least
one (1) year of supervisory experience or a combination of
education and experience relating to this position.
- Comprehensive experience in complex, technical, and regulatory
environmental compliance functions.PHYSICAL REQUIREMENTS
- Demands include extensive moving (up to 3 miles at one time),
sometimes on rocks and on narrow catwalks, and climbing (such as
onto trains and on ladders of various sizes).
- Requires remaining in a stationary position for extended
periods and constantly operating a computer and other office
productivity machinery.
- Service Area Requirement: Exempt (Non-Union) employees must
live within the boundaries of the CTA Statutory Service Area either
at the time of employment or within 6 months of beginning
employment at CTA.KNOWLEDGE, SKILLS, AND ABILITIES
- Working knowledge of Federal Resource Conservation and Recovery
Act (RCRA), Leaking Underground Storage Tank (LUST) projects,
Tiered Approach to Corrective Action Objectives (TACO)
requirements, asbestos and lead projects, and OSHA.
- Working knowledge of the methods and practices in environmental
surveying and inspecting workplaces, processes, products, or other
systems.
- General knowledge of transit operations, facilities, vehicles,
rules, and procedures desired.
- Good oral and written communications skills and organizational
skills.
- Ability to work independently.
- Ability to anticipate, identify, and evaluate hazardous
conditions and practices.WORKING CONDITIONS
- General office environment.
- May be required to work various extended or irregular hours in
order to meet project deadlines or respond to CTA emergencies.
- Must be available to respond to calls or email inquiries
outside of regular work hours.
- Required to travel to various vendor, transit, and CTA field
locations.
- Subject to prevailing weather conditions when conducting field

- Personal computer and related software (Microsoft Office Suite,
Oracle, etc.).
