Job Description:
Community Health Partnership of Illinois (CHP) is a private
501(c)(3) not-for-profit organization in Illinois dedicated to
serving its communities with primary preventative medical, dental,
and behavioral health services. CHP has been in existence for over
50 years and has provided services to more than 10,000 patients
from 6 counties across central and northern Illinois.
The Director of Operations is a senior leadership role that reports
directly to the Chief Executive Officer (CEO) and is instrumental
in shaping and driving the organization's success in strategic
planning, operational efficiency, daily administrative operations,
and team management. This Director oversees the optimization of
FQHC operational processes, implements best practices to improve
efficiency and productivity, and enhances patient engagement and
services. They lead and manage a team of operational managers,
ensuring that the organization meets its goals, including
increasing the number of patient encounters across all centers.
Primary Responsibilities:
- Lead and manage strategic planning and implementation.
- Oversee operational processes, ensuring efficiency,
productivity, and patient service delivery within the
organization.
- Improve patient engagement; lead the development and
implementation of new strategies to increase patient encounters and
center profitability.
- Develop and monitor performance indicators, identifying areas
for improvement.
- Guide and participate in policy development/implementation and
ensure regulatory compliance with HRSA FQHC OSV, PCMH
certification, UDS Reporting, FTCA Submission, Joint Commission,
Annual patient surveys, and other oversight entities.
- Update HRSA forms, Needs Assessment, and zip code
analysis.
- Supervise Data Integrity Specialist, Development activities,
and all Operations Managers.
- Foster a collaborative, high-performance team
environment.
- Review performance against Center's goals and objectives
(business plan).
- Provide reports to subordinates on interpretation of results
and approve changes in direction of plans.
- Present monthly reports on performance as requested by the
President & Chief Executive Officer.
- Develop and recommend corporate operations policy within the
Operations Department.
- Define and recommend objectives of the Operations
Department.
- Develop specific short-term and long-term plans and programs,
together with supporting budget requests and financial
estimates.
- Coordinate and collaborate with other departments of the Center
in establishing and carrying out responsibilities.
- Review and approve Operations major projects involving major
functional changes within the department's functional
areas.
- Work with Medical and Dental Directors to coordinate and
implement Performance Improvement and OSHA. Monitor their
implementation in the centers. Establish objectives and procedures
governing the performance and assigned activities.
- Issue specific annual objectives to immediate subordinates and
review objectives of operation management.
- Select and maintain qualified personnel in all positions
reporting directly and recommend compensation for them.
- Direct, monitor, and appraise the performance of departments
immediately reporting and provide the necessary coordination
between activities of departments.
- Identify training needs; initiate development of subordinates;
recommend effective personnel actions.
- Maintain appropriate communications within areas of
responsibility.
- Keep employees informed as to Center/Department plans and
progress.
- Coordinate activities of assigned department duties at all
sites with those of other Center departments.
- Seek mutual agreements on problems involving
coordination.
- Consult with all segments of management responsible for policy
or action.
- Ensure compliance with areas of responsibility.
- Make recommendations for improving effectiveness of policies
and procedures.
- Provide orientation and on-the-job training for subordinates
and ensure that the authority and responsibility for each position
are defined and understood.
- Ensure that duties, responsibilities, authority, and
accountability of all direct subordinates are defined and
understood.
- Assume other activities and responsibilities from time to time
as directed.
- Support recruiting, talent retention, and performance
management processes.
- Participate in the development of incentive plans for all
employees.
- Assist in writing and developing grants, contracts, and other
funding initiatives.
Minimum Qualifications:
Master's degree in Health Administration, Hospital Administration,
Public Health, or Public Administration or other related fields and
three (3) or more years' experience; or a bachelor's degree and
five (5) or more years work experience. Strong managerial,
administrative, and supervisory skills. Participative management
type-advocates team concept. Well-developed interpersonal skills.
Ability to get along with diverse personalities. Tactful, mature.
Satisfactory communication skills, written and verbal.
Results-oriented with the ability to balance other business
considerations.
