Job Description:
The hiring range for this role is: 125,870.00 - 176,525.00This
is the lowest to highest salary we, in good faith, believe we would
pay for this role at the time of this posting. We may ultimately
pay more or less than the hiring range and this hiring range may
also be modified in the future. A candidate's position within the
hiring range may be based on several factors including, but not
limited to, specific competencies, relevant education,
qualifications, certifications, relevant experience, skills,
seniority, performance, shift, travel requirements, and business or
organizational needs.This job is also eligible for annual bonus

discretion, consistent with the law.We are seeking a dynamic and
experienced professional to manage supplemental benefits,
particularly Dental and Vision health insurance carriers, for the
FEP program. The ideal candidate will have a deep understanding of
BCBS FEP Dental and Vision benefits, the Federal Employee Dental
and Vision Insurance Program marketplace, and coverage carriers.
This role involves approving product design, implementation, and
overseeing program administration for these product lines. Some key
responsibilities include:
*Leading a team of FEDVIP experts to oversee end to end vendor
contracting, product design and implementation, and vendor
oversight.
*Managing vendor administration, including contract development and
ensuring vendors meet SLAs.
*Demonstrating proficiency in handling requests for proposals,
conducting competitive analysis, and strategic planning.
*Driving vendors to resolve operational challenges as needed.Direct
all operational phases of the FEP BlueVision vendor relationship
and coordinate all activities related to the vendor and FEPDO.
Provide expert advice and tactical support to ensure profitability
of program, and customer satisfaction. Successfully leads annual
negotiations with OPM staff; oversees development of business plan
to include goals, objectives and tactics for growing the
product.
Direct all operational phases of the FEP BlueDental vendor
relationship and coordinate all activities related to the vendor
and FEPDO. Provide expert advice and tactical support to ensure
profitability of program, and customer satisfaction. Successfully
leads annual negotiations with OPM staff; oversees development of
business plan to include goals, objectives and tactics for growing
the product.
Develop business cases for additional products or markets for
FEPDO. Work with FEP research group, and SCS to track trends,
investigate new opportunities. Specific areas to include senior
market products, gen x and y products, VA market, and Medicare
Direct management and supervision of program managers. Responsible
for achieving all required benefits design and administration
accountabilities and objectives that support the strategic goals of
the Affinity and Ancillary products. Responsible for vendor
management, request for proposals, contract administration and
budget to assure contractual compliance and financial
discipline.EducationBachelor's Degree in Business Administration or
other business discipline or equivalent work experience.Master's
degree in Business Administration or related field
preferred.CertificationsN/AExperienceMinimum of ten years of health
care experience with progressive responsibilities in a management
or leadership role.* Minimum of five to seven years of health care
benefits design and administration experience.* Minimum 5 years of
supervisory experience.SkillsPrevious experience with vendor
management, including operational develop, implementation, and
maintenance activities.Demonstrated comprehensive knowledge of
healthcare product designs, utilization strategies, actuarial
analysis, industry trendsDemonstrated comprehensive knowledge of
FEHBP and FEDVIP and their various
functions/disciplinesDemonstrated ability to conceptualize long
term, innovative strategies as well as conceive tactical,
issue-driven solutions including the ability to identify
data/information needs, acquire and organize data, deliver
analyses, and identify major findingsDemonstrated project
management experience including leading project teams, guiding
workgroups and teams to develop consensus on objectives and problem
resolution for a broad range of topics and scope, and managing work
plans and budget and resourcesAbility to develop and lead Plan and
BCBSA presentations to a variety of audience members, and represent
and promote achievement of identified project goals independently
to external and internal stakeholders.Strong project management
skills, including experience collaborating with internal business
partners to ensure alignment and integration of key
messagesDemonstrated analytical and problem solving
skillsPresentation and relationship management skills interfaces
