Force Base, Tampa, FLThe Requirements and Program Analyst assists
the United States Marine Corps Forces, Central Command (MARCENT)
and subordinate commands by serving within the financial management
task area. The position's primary mission involves advising
COMUSMARCENT in all budgetary and fiscal matters. The Requirements
and Program Analyst directly ensures COMUSMARCENT has access to
required financial resources, and that such resources are used
efficiently, effectively, and in compliance with existing fiscal
laws and regulations. The financial management task area is
responsible for budget formulation and execution, accounting policy
and systems, program analysis and performance measurement, audits,
and internal controls to ensure the efficient execution of MARCENT
OAMS tasks both within the continental United States (CONUS) and
outside the continental United States (OCONUS).ESSENTIAL DUTIES AND
RESPONSIBILITIES
- Provide programs analysis services consisting of processing
emerging requirements in support of deployed forces.
- Assist in the staffing, development, and recommendation of
MARCENT positions to COMUSMARCENT in support of the Marine
Requirements Oversight Council (MROC) and MROC Review Board (MRB)
processes.
- Assist in the development of the MARCENT Unfunded Priority List
(UPL) through conducting analyses of program capability gaps.
- Research and report on possible resources that can be deployed
to mitigate the risk associated with such gaps in support of the
UPL.
- Assist in the development of assessments, information papers
and briefs, as well as facilitating the required coordination
between the staff sections and action officers, to support the
Commander's participation in the MROC.
- Assist in the development of the command's strategy, policy,
campaign plans, posture plans, programs, requirements, decision
papers, assessments, presentations, information papers, and other
staffing requirements associated with a service component
headquarters.
- Support internal MARCENT working groups as required.EDUCATION
- HS diploma or equivalent required.EXPERIENCE
- Minimum ten years of military experience.
- Experience in advising on budgetary and fiscal matters,
including budget formulation, execution, and compliance with
financial regulations.
- Experience in staffing and recommending positions for councils
and review boards, including the Marine Requirements Oversight
Council (MROC) and MROC Review Board (MRB).
- Experience in facilitating coordination between staff sections
and supporting working groups.CORE SKILLS/COMPETENCIESRequired
Knowledge, Skills and Abilities
- Expertise in budget formulation, execution, and compliance with
fiscal laws and regulations.
- Expertise in processing and analyzing program requirements,
capability gaps, and development of unfunded priority lists
(UPL).
- Ability to develop assessments, information papers, and briefs
to support command strategies and participation in oversight
processes.
- Advanced proficiency with groupware applications (SharePoint,
MS Teams) and the Microsoft Office suite (Word, Power Point, Excel,
etc.) desired.
- Strong written and verbal communication skills desired.WORKING
CONDITIONS
- Required to sit for extended periods of time and maintain
focus.SPECIAL POSITION NOTATIONS
- Travel is required.
- Qualification as an authorized company driver is required. All
authorized company drivers must have a valid driver's license,
current automobile insurance, and a driving record that is
acceptable to the company's auto insurance provider.SECURITY
